Summary

This position will support the company’s Quality Assurance program activities, including Operator Qualification administration, welding procedures and certification, company and contractor quality audits, company and contractor OQ compliance, and the Energy World Net record management system 

Duties and Responsibilities

•    Support the operations compliance related Operator Qualification (OQ) program of all employees as required by 49 CFR Part 192 and 195. Oversee Operator Qualification plan and task lists for all employee groups to ensure OQ requirements are met and that lists reflect current job duties of affected employees.  Annually, perform conduct review of all Operator Qualification plans and makes necessary updates and changes.  Responsible for communicating plan changes to affected parties.
•    Manage information in the Energy World Net system. Ensure all employee records within Energy World Net learning management system are created, monitored and maintained to meet compliance requirements. Communicate closely with all pipeline contractors to ensure they are using the Energy World Net system and their employees as assigned the appropriate Operator Qualification tasks.  
•    Work with Pipeline Management groups to ensure the contractor employees are assigned the appropriate operator qualification tasks.
•    Perform welding certification qualification activities 
•    Represent company on matters related to Operator Qualification and Quality Assurance with the State Public Service Commission (PSC) Pipeline Safety Staff and the Federal Pipeline and Hazardous Materials Safety Administration (PHMSA) as needed for regulatory issues, annual audits, periodic audits, and incident investigations.
•    Working with Operations Support, support construction field quality audits needed in each area, monitor and analyze results on a corporate level, and make recommendations to Manager to reduce risk and improve processes
•    Perform periodic checks of contractors, including pipeline construction, contract locating, leak surveying, and right-of-way clearing to ensure adherence to company standards and applicable OQ requirements.
•    Support Safety Management Systems Post Incident Reviews and associated analysis and follow-up actions.
•    Perform periodic reviews of the operations New Hire Training programs for consistency and adherence to program guidelines.
•    Support relationships with material suppliers and service providers across Spire.
•    Support implementation of new materials and services with Field Operations, Gas Operations and Spire Storage West as directed by Manager.
•    Assist the Standards and Pipeline Safety Compliance departments in preparation for PSC/PHMSA audits as needed
•    Conduct necessary employee training for Standards and OQ Compliance.
•    Act as a subject matter resource for all OQ/QA related issues for company and contractor personnel

Required Education (certifications, licenses)


•    High school diploma or equivalent re    quired
•    OQ qualification, CDL or state certifications would be a benefit 
 

Required knowledge, skill and abilities

  • 6+ years of natural gas or energy industry experience required with pipeline construction experience preferred
  • Working knowledge of state/federal regulations (specifically Operator Qualification) and company standards and procedures required
  • Ability to work independently and manage time effectively to meet individual goals and deadlines.
  • Ability to work as part of a team and display a positive attitude for this dynamic environment.
