Summary

Lead – Midstream Regulatory & Compliance based supporting the development and implementation of compliance procedures/plans, monitoring compliance, and reporting compliance activities associated with Spire Midstream’s natural gas pipeline and gas storage facilities. Support the maintenance of Spire Midstream’s regulatory compliance with State and Federal Regulatory Agency permitting and licensing through coordination with Legal, Midstream operations, and Operations Services groups.

Duties and Responsibilities

  • Develop and maintain expert knowledge of Spire Midstream compliance related plans, programs and procedures
  • Facilitate the implementation of Spire Midstream compliance programs that include, as specific examples, Operator Qualification training and tracking, Public Awareness, Operations and Maintenance (O&M), Integrity Management (IMP), Control Room Management (CRM), and state specific regulatory programs. 
  • Maintains compliance manuals, policies, and procedures according to company policy and regulatory requirements 
  • Coordinate the updating and maintenance of inspection policies, procedures and programs designed to minimize deficiencies and ensure compliance with existing Federal, State, and local laws, regulations, licenses, permits, and ordinances pertaining to midstream facility safety 
  • Ensure Spire Midstream maintains compliance with State and Federal Regulatory Agency permitting and licensing
  • Identifies potential or actual areas of non-compliance through personal on-site inspections 
  • Recommends improvements in processes, management systems, procedures, and operating equipment to comply with DOT, OSHA, etc. requirements
  • Support internal audits to determine effectiveness of programs and identify issues and noncompliance
  • Coordinate, file, and maintain operating permits and organization reports with various State and Federal Regulatory Agencies
  • Lead and support preparation of all required State and Federal compliance reports
  • Interface with management, legal and other intra company departments and outside regulatory agencies concerning regulatory compliance activities
  • Keep abreast of upcoming, new and revised rules, regulations and directives applicable to the business, and support development of changes, as required
  • Provide guidance on local, state and federal permitting and operating requirements to ensure compliance
  • Independently determines and develops approaches to solutions and obtains management approval for implementation

Supervisory Responsibilities

  • None

Required Education (certifications, licenses)

  • Bachelor's degree in a technical field OR equivalent experience and training to demonstrate understanding of DOT, State, EPA and OSHA regulations
  •  Requirred, candidate to have minimum of 4 years of related regulatory or midstream industry experience in a professional capacity

Required knowledge, skill and abilities

  • Knowledge of pertinent DOT, OSHA, FERC, EPA, and State regulations 
  • PC skills including knowledge of Outlook, Word, Excel, and Power Point
  • Ability to work under pressure and meet deadlines and schedules 

Physical demands, environment and schedule

  • Usually, normal in-office working conditions that requires ability to sit and view computer terminal for long periods of time
  • Overnight travel will be required – dependent on home base location
  • Occasional visits to Spire Midstream facilities, meetings with regulators and industry conferences/meetings
