Summary
Spire is seeking a Compliance Engineer III to implement the company’s Transmission Integrity Management Program and provide guidance concerning pipeline safety compliance standards . This position will also support applicable pipeline replacement programs and the development of compliance and maintenance programs to comply with State and federal pipeline safety programs. Also submits reports including DOT annual reports and other records for compliance and auditing purposes.

Duties and Responsibilities
- Implement, monitor, and update the integrity management programs and assessments for pipelines and facilities (transmission and high-pressure pipelines).
- Complete risk assessments and risk modeling analysis for pipelines and facilities (transmission and high-pressure pipelines).
- Support applicable infrastructure upgrade, replacement, and maintenance programs through prioritization modeling and recommendations for transmission system and high-pressure pipeline upgrades (pigging, valving and other enhancements).
- Coordinate class location, HCA/MCA, MAOP verification, and similar integrity reviews as needed.
- Prepare state and federally required reports and documentation for transmission (annual reports, incident reports, safety related condition reports, NPMS submissions, etc.).
- Ensure transmission pipeline safety compliance.
- Facilitate coordination of PHMSA and PSC inspections, company internal audits, and other similar reviews as necessary.
- Monitor notifications from Field Operations for potential reportable events.
- Complete pipeline and facility system record reviews to confirm traceable, verifiable, and complete record information.
- Support the integrity corrosion control programs.
- Support operational plan and procedure updates and reviews as needed.
- Ensure the use of the Company’s standards and applicable State and Federal codes and regulations for all design work. Including reviewing and approving design, hydrotest, and construction plans as needed.
- Ensure that all work is performed in a safe, compliant, and cost-effective manner to maximize system integrity, reliability, and value to customers.
- Represent the company at industry events and committees.
- Oversee special projects or program improvements as needed.
- All other duties as assigned by Manager.
Essential Characteristics
- Knowledge of project management techniques and proven ability to lead across functional teams/work across functional areas to achieve mutual goals.
- Strong verbal and written communication skills; strong interpersonal skills and ability to deal effectively with both internal peers, staff of acquired entities and third-party service providers.
- Strong computer skills, including proficiency in the Microsoft Office Suite and use of Spire’s systems such as Maximo, OBIEE, Oracle, SharePoint, and ESRI ArcGIS.
- Ability to learn industry standards and regulatory code pertinent to pipelines and natural gas operations including CFR Part 191, 192 and 193.
- Strong interpersonal skills with the proven ability to build and establish rapport with a diverse array of people.

Required Education (certifications, licenses)
- Bachelor’s degree in engineering, required. Civil, Chemical or Mechanical Engineering Degree, preferred.
- Valid driver’s license, required.
- Professional Engineer, preferred.
Required knowledge, skill and abilities
- 5+ years of work experience in the operations and engineering area of a regulated natural gas distribution system or related experience in another industry, required.
- Familiarity with state and federal pipeline safety regulations.
- Knowledge of business systems, operating standards and replacement programs.
- Ability to effectively manage contractor employees to accomplish objectives.
- Ability to monitor and manage expenses related to certain projects.
Physical demands, environment and schedule
- Work is normally performed in a shared, open-office environment. Hybrid in-office/remote work schedule.
- Occasional work outdoors in the field under varying weather conditions with moderate physical exertion.
- Typically, Monday through Friday.
- Occasional travel or overtime as required.
