Spire seeks a Distribution Evaluator to work in the Kansas City, Missouri Operations.  This position will be responsible for monitoring, leading and coordinating construction and maintenance evaluations on multiple projects according to Spire’s guidelines ensuring installation and repair quality.  The Evaluator will also ensure adherence to safety standards, installation and environmental standards, adherence to safety rules and regulations to promote a positive safety culture and environmental awareness and compliance.

Duties and Responsibilities

  • Works with engineering to ensure material and equipment design meets sound operating practices and Company standards.
  • Verifies that rights of way and utilities are located and marked appropriately, and that traffic controls are correct.
  • Monitor the sampled job site for conditions that may be hazardous to employees or the public and evaluate soil conditions and maintain proper shoring and sloping per OSHA and Company standards, verify confined space entry controls, and fire prevention/control measures.
  • Verify that testing of all sampled pipe prior to it being entered into the distribution system is performed to meet company standards and that the proper documentation is completed and filed in accordance with system requirements. 
  • Evaluates and monitors all aspects of employee (labor, crew leader and supervisor) construction and maintenance work with regard to quality, effectiveness of tool, equipment and materials usage, productivity, following procedures and standards, as-built and close-out issues, and assures crew leaders and supervisors are informed of concerns, re-training needs, OQ issues and performance gaps. 
  • Ensuring that the proper traffic control markings and signage are used in accordance with company’s standards.  Note: Service may be added to this role as a responsibility.
  • Conducts equipment training on a regular schedule for qualification and quality purposes to include excavators, loaders, skid steer, directional boring and vacuum excavation.

Essential Characteristics and Competencies

  • Must have a good mechanical aptitude and an understanding of general pipeline construction practices.
  • Must be proficient with the use of a computer, the mobile solution systems, Maximo and the various system mapping programs. 
  • Knowledge of the Missouri Distribution Construction and Maintenance Manual, standards, Emergency Procedures and OQ requirements.
  • Knowledge of human resources, collective bargaining agreement and personnel procedures.
  • Strong safety and quality record are required.

Supervisory Responsibilities

  • Oversee progress of gas workers and regularly meet with supervisors to communicate needs of each individual.


Required Education (certifications, licenses)

  • High School Diploma or equivalent required. 
  • 8 to 10 years of natural gas or energy industry experience required with pipeline construction experience preferred
  • Valid Missouri Class E License or the issuing state’s equivalent and the ability to drive safely and accident free.

A mix of normal office conditions, outdoors exposed to all weather conditions, in construction areas with uneven surfaces and in areas exposed to loud audible noises
